Challenges before Responsibility to Protect in Its First Decade

The normative concept of Responsibility to Protect (R2P) was adopted in 2005 without a vote by UN Member
States to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity. In order
to clarify its contents the UN Secretary General prepared a series of reports, while the States continue to discuss
its applicability both in the UN Security Council, as well as in the informal dialogue at the General Assembly.
However, there are still a number of questions that remain open when it comes to its applicability in practice, as
current examples of Syria, Northern Iraq or South Sudan aptly illustrate. The lecture will address the legal questions
connected with R2P and illustrate different challenges the international community is facing when trying to
operationalize it in current crisis situations.
